My girlfriend is 2 weeks late on her period, we have been having sex however used a condom each time with no slippage or breakage, and never had any semen or precum come in contact with her vagina. She took 2 pregnancy tests when she was about a week late (package said could detect 4 days before missed period) and they both came up negative.
Shes had her breasts become sore and had cramps but no bleeding like would normal accompany these symptoms of her period. Shes usually on a 32~ day cycle, and has never missed a period.
what could be causing her period to be this late (other the pregnancy), and if it is this late, is it going to come soon, or has she just not ovulated this month?

You don't mention how old she is or how long she's been menstruating, but it's entirely normal even for older teens/mature women to miss a period every once in awhile. Her ovulation could have also been delayed due stress, illness, climate change, etc.
There was no risk of pregnancy from what you've described; otherwise I'd advise testing 14 days past your last risky activity. My guess is it's just a cycle fluke.
Unfortunately, unless your girlfriend charts her cycles, complete with basal body temperature-taking and cervical fluid observation, there's no telling when she'll get her period.
