Hello, here representing my 16 year old friend. The other day she stumbled upon butterfly vibrators, she is quite taken with them, but it's not safe for her to have anything like that because of her parents.
I suggested we think of some every day item she could use as a vibrator, but for the life of me I can't think of anything. So what's something she can use? It'd be an external only tool too, and it'd have to be pretty silent.
Sorry if this is wasting your time, but I looked around online and all could find was stuff to stick up there and she doesn't do that.

Unfortunately, sex toys are generally not something you want to substitute as a DIY or with an item found in the home. If an object is not meant to be used for sex or sex play, it really shouldn't be used for those purposes. The risk of germs/nasties is higher, especially since most of the things I can think of are harder to clean than sex toys are designed to be. If we're talking external only, I've heard of many women using vibrating massage wands for stimulation, but again, we're talking about something not meant for sex, something that's hard to sterilize, and something that another person in the house could use.

Obviously, you girlfriend can't buy adult toys legally because of her age, but other than that, why is she afraid to have one around? Is she embarrassed, afraid of being caught, etc? Or is she in real danger if she is found to have one?
