i know that when a girl gives a guy oral he should wear a condom, but i also heard that when i guy gives a girl oral he should put a piece of plastic wrap between his mouth and her genitals, is that true???

Yep, the idea is to prevent exchange of fluids and any direct skin-to-skin contact. Plastic wrap can be used, or there are actually things called dental dams (basically sheets of latex, sometimes flavoured) made specifically for this purpose.
