If ejaculant. or pre-ejac. gets on the hands what is the survival rate of sperm existing there in that type of enviornment? Especially if the hands are wiped on a cloth (w/o water) then what is the chance of sperm being able to survive?

I can't give you a sperm-for-sperm survival rate, but I can tell you that sperm can continue to live outside the body in a semi-hostile environment (like on someone's hand) for up to 20 minutes. If they dry out, or they're wiped off completely, then they'll most likely die, but remember that it only takes one little sperm to cause pregnancy.

Best case of action here? Wash hands well with soap and warm water. That will kill and remove sperm much better than simply a wipe on a dry rag.

(Remember, too, that pregnancy isn't the only thing to worry about, and wiping off one's hands *won't* kill or remove all kinds of STI/STD-causing germs.)
