If you're with a guy and he's in you for less than a minute, at an early stage (as in just beginning to have sex), and did not ejaculate, what are your chances of getting pregnant?

If you do not wish to become pregnant, and it has been less than 72 hours since the incident, you can find information about emergency contraception here:

Also, you have a significant STD/STI risk, so both you and your partner need to get (Testing, Testing…) full STD screens.

According to What's The Risk? - Five Easy Pregnancy Risk Assessment Flow Charts:

How long his penis is in your vagina and whether or not you're "at an early stage" really don't make a difference.

If this took place less than 72 hours ago, you still have time to get emergency contraception, so you need to go and do that immediately.
