I think he should be allowed to wear women's clothing to school. You go to school to learn, not to worry about your clothes. He shouldn't have grabbed that guy's butt though- that's harrassment, pure and simple. However, as it was stated in the article, he should be punished by normal school rules, not by being told to dress differently.
