Studies on interactions with other medications and birth control medications don't account for ejaculation or not ejaculation: they just look at the two methods.
I also can't tell you an exact how much on this. What we know is that doxy *may* reduce the effectiveness of oral contraceptives. It also may not. But because there's that "may," it's advised that someone using both medications back up their pill with another method while using doxy and some other antibiotics.
