Is it sanitary and okay to use a hairbrush for penetrative masturbation as long as I wash it before and after use? I've never been able to find any real consensus on this topic, and honestly, I fail to see the difference in a hairbrush and a dildo as far as cleanliness goes, as long as they're not being shared.

You're probably better off covering it with a condom, if that's possible: not just for cleanliness purposes, but because hairbrush handles can be not-so-smooth and there's a chance of scraping the inside of the vagina a bit...a condom would help with that. But, if that's not an option for you, then washing it before and after use with hot water and soap should be fine.
