So I am aware the vagina stretches to accommodate almost all sizes of penises, but my boyfriend and I have been trying out sex over the last while... and we have never been able to get him totally inside me... is this normal?

When you read discussion of that, that's more about width than length.

In other words, for plenty of women, with intercourse, or just with certain partners or at certain times it is not going to work or feel good for a partner to have his whole penis inside the vagina to the base. There's nothing abnormal about that, nor does a male partner need that to happen to have intercourse be pleasurable.

Does that mean it's totally ok if it only goes say 1/2 the way in? Sometimes we can get it in a little more (when I'm into it)... but anything beyond that can be a bit painful. I wasn't sure if there was something wrong with me or not... we were both inexperienced with vaginal intercourse so we weren't really sure what to expect from it!

That is perfectly fine. And do make sure you are aroused and ready for sex when you're having it. That will go a long way toward making things more comfortable all around.
