Im really worrying myself here...
can you get stds like hiv and..well..the more serious ones, from just close contact of the genital areas? When you've not actually had unsafe sex, but were close to each other.

It depends what you mean.

If you mean actual genital skin-to-skin contact, but not intercourse - then yes, that can transmit some STDs.

If you're just talking about genitals being "close" but not actually touching, then nope.

I had a question related to that so I'm gonna ask it here.

I was wondering if pubic lice really needed close genital contact (skin to skin contact) to be transmitted from a partner to the other. Are they able to jump from one genital to the other just like hair lice can without genital touching but just being close ?

They can, yes, and yes, their mode of transmission is identical to that of head lice.
