Technically, both of them could be prosecuted for rape or sexual assault (generally women in the UK aren't charged with rape).
As far as I can find out, there isn't a legal ruling dictating that only one or the other can be charged. And underage teens in the UK have been charged for having sex with other underage teens.
In practice, what would happen would be likely to depend on their exact ages (charges are less likely to be brought if people are very close to the age of consent) and whether there was any indication that coercion, manipulation or other forms of abuse were involved.

If they were under 16 then yeah they can both get done for rape even if they both agreed to it but i think (i am not sure)that the oldest one gets done mostly. What logic girl says sounds about right

Even if it was consentual, someone (like a parent) might find out and press charges. Really, the best bet is always to wait until it is legal for both partners involved. While the AoC might seem annoying now, it's there for your own protection.

The age of consent is the lowest age you can give consent anyway. Regardless of if the parties involved are okay with it, or their parents are okay with it, whatever, if you are under the age of consent, you cannot LEGALLY consent to any sexual activity.
