Sperm cannot travel through clothing - it just doesn't work. Additionally, there is not usually sperm in precum, so if he had not ejaculated yet and he had urinated since the last time he ejaculated then there is very little chance that there was any pregnancy risk.
That said any time there is unprotected genital contact there is an STI transmission risk.
