me and my boyfriend don't use a condom, but i'm on birth control, but he still pulls out anyway. he does this all the time, and never cums. is it okay for a guy to never cum?

As well, are you presuming he doesn't reach orgasm or ejaculate on his own, during masturbation?

i know we've both gotten tested. but he's 17 turning 18 soon. and i don't know if he masturbates, i don't think he does.

Most people masturbate. That isn't saying some don't, but the vast, vast majority do (around 98% of men according to most studies).

Mind, if he started puberty late, maybe he just doesn't ejaculate yet. Maybe he just isn't yet to the point with a partner (or he has with other partners, but not yet with you) where he feels comfortable doing so, but maybe he does on his own. Maybe he just hasn't really gotten to orgasm and ejaculation with you or himself yet, either.

But the answers likely lie with him, and this is the kind of thing lovers talk about together, so there's no reason you can't ask about this stuff.

i know i'm going to talk to him about it today. but he does ejaculate he did all the time when we used a condom.
